Early Notice and Public Review of a Proposed Activity in a Wetland
To: All interested Agencies, Groups, and Individuals on 4/16/2025. This is to give notice that Leon County has determined that the following proposed action under the Community Development Block Grant Program administered by the Texas General Land Office (GLO) and ERR #(24-065-039-E531), is located in a wetland. Leon County will be identifying and evaluating practicable alternatives to locating the action in the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and the Protection of Wetlands. Leon County proposes a Street Improvements project including Administrative and Engineering fees and services, and proposes to reconstruct approximately two thousand six hundred and three linear feet (2,603 LF) of street construction, replace driveways and completed all associated appurtenances. Project activities will occur along County Road 305 from Hwy 75 to approximately two thousand six hundred and three linear feet (2,603 LF) west along County Road 305 in Leon County, Texas. Additional work if needed includes extending or replacing cross-culvert and relocating any existing utility lines upon discovery during construction. According to the USFWS National Wetlands Inventory, the project shall include activities within approximately 0.1 acres of a R4SBC wetland. The natural and beneficial functions and values of the wetland potentially affected by the proposed activity include fish and wildlife habitats, natural water quality improvement, flood storage, opportunities for recreation and aesthetic appreciation, and natural products for our use at little or no cost. There are three primary purposes for this notice: (1) People who may be affected by activities in wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts; (2) An adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas; and (3) As a matter of fairness, when the Federal government determines it will participate in actions taking place in wetlands, it must inform those who may be put at greater or continued risk.
